Plymouth's commercial stock is a specialist job
Plymouth is the most technically demanding commercial market in the region, for aspecific reason.
The Abercrombie rebuild. The city centre was flattened in 1941 and rebuilt to acomprehensive post-war plan. What that left is a large, coherent stock of 1950s and 60sconcrete-framed commercial buildings — Royal Parade, Armada Way, the surrounding
blocks. These buildings share a set of characteristics that make them difficult: highthermal mass with negligible insulation, extensive single glazing, and services installeddecades after the shell. They are among the poorest-performing commercial buildings inthe South West, and their owners are the most exposed to the non-domestic MEEStrajectory.
That trajectory now has a date attached. Government has confirmed that non-domesticbuildings over 1,000m² in England and Wales will need to reach EPC B from 2031. For alarge post-war Plymouth office block, that is not a light-touch upgrade, and 2031 is closerthan it looks for a building requiring a services replacement.
Royal William Yard and the listed waterfront. Grade I and II listed former navalbuildings converted to commercial and residential use. Assessment here is a genuinelyspecialist exercise — the conversion work is often high quality but invisible, and adefault assessment will undervalue it badly.
Devonport and the naval estate. Extensive industrial, workshop and storage buildings,many of them large, old and non-standard.
Modern commercial. Derriford, Marsh Mills, Estover, Langage and Plymouth SciencePark. Newer stock, generally better performing, and where a lot of the new-build SBEMwork is.
Millbay and the regeneration areas. Ongoing mixed-use development requiring new-build compliance work rather than survey-based EPCs.

A failing commercial EPC does not always mean a fabric upgrade.
