An industrial and distribution town

Newton Abbot's commercial character is defined by the A38 and by its railway history,and it produces a specific mix of assessment work.

The industrial estates. Brunel, Heathfield, and the units around Kingsteignton. Large-footprint light industrial, warehousing and trade counter units — the sort of buildingwhere the EPC rating is driven almost entirely by heating strategy and lighting ratherthan by fabric. Warm-air heaters and older fluorescent lighting are the two things thatmost often drag these units down, and both are relatively cheap to address.

Distribution and logistics. The A38 corridor position has made the town a naturaldistribution point for South Devon. Large sheds, often let, often needing an EPC at eachletting.

Town-centre retail. Queen Street and the surrounding streets — smaller units, mixedages, many with residential above, which raises the question of where the demiseactually sits for assessment purposes. Getting that boundary wrong is one of the morecommon causes of an invalid commercial EPC.

Offices and public buildings. Teignbridge District Council is based in the town, andthere is a reasonable amount of professional and public-sector office space, some ofwhich will need a Display Energy Certificate rather than an EPC.

Rural and agricultural conversion. The surrounding area produces a steady flow of barnand outbuilding conversions to commercial use, which need SBEM calculations at thedesign stage rather than a survey-based EPC on completion.

Large industrial units and the 2031 deadline

Non-domestic buildings over 1,000m² will need to reach EPC B from 2031. On anindustrial estate that threshold catches a lot of buildings that their owners think of aslow-priority — a 1,200m² warehouse is well within scope.
